Seven models for improving democracy

The Emerging Leaders Network will be exploring these and more ideas as improvements to Toronto’s current “Election 1.0” model of democracy as part of their Better Ballots initiative.

1. Local party system, independent from provincial or federal parties

2. Municipal term limits, designed to increase turnover

3. Single transferable vote (or STV, a form of proportional representation)

4. Ranked ballot system (also called instant runoff)

5. Borough Councils that provide more power to neighbourhoods

6. Extending voting rights to non-citizen permanent residents

7. Reforming finance rules
