The City of Toronto’s “Graffiti Abatement Program” includes a bylaw that requires
building owners to remove tags and graffiti from their property immediately, though there is a provision for “art murals.” Yet at the corner of Delaware and Bloor, property owner Robert Markovits has been told to remove the building-sized mural — even though he gave his blessing to the artists responsible. Graffiti may not be everybody’s favourite aesthetic, but if the building owner says it’s desirable, perhaps the city should leave it alone and not get into the business of defining art.
