RULES & REGULATIONS:

- Films shall not exceed 3 minutes in length.
- The competition is limited to one film submission per applicant.
- Each applicant must be a high school graduate. Filmmaking experience is not required. (Professionals currently working in the film/television industry and/or individuals who have already received post secondary education in a film related field will not be considered for the tuition prize.)
- The applicant must be the filmmaker. Please clearly define the role in the submission.
- The applicant must have full ownership/copyright of the film he or she is submitting.
- All genres of film including documentary, fiction, and experimental will be evaluated equally using definitive judging criteria.
- Originality and creativity will be more heavily weighted than production value during the decision making process.
- Film is to be submitted on DVD to MOVIEOLA—THE SHORT FILM CHANNEL. (Note: All dvds submitted will not be returned)
- All films must include a list of credits to outline the cast and crew persons involved in the production.
- Talent: Signed talent release forms for any and all persons recognizable on camera must be included with submission. (Please see Appendix 1)
- Music: Any music used in the film must be original/copyright free. DO NOT use copy written music – unless the filmmaker can provide legal proof of the acquired permission/right to use music. (Please see Appendix 2)
- Applicants must sign an agreement which states that EYE WEEKLY and MOVIEOLA—THE SHORT FILM CHANNEL can post the submitted films on their websites for promotional purposes.
- MOVIEOLA—THE SHORT FILM CHANNEL and EYE WEEKLY have the right of refusal to any of the content submitted, if they deem it inappropriate for their audiences.


The content of films submitted should comply with the PG rating guidelines provided by the CRTC. They are as follows:
Violence Guidelines
- Any depiction of conflict and/or aggression will be limited and moderate; it might include physical, fantasy, or supernatural violence.
- Any such depictions should not be pervasive, and must be justified within the context of theme, storyline or character development.
Other Content Guidelines
- Language- might contain infrequent and mild profanity
- Might contain mildly suggestive language
- Sex/Nudity- could possibly contain brief scenes of nudity
- Might have limited and discreet sexual references or content when appropriate to the storyline or theme


JURY PROCESS:

The Finalists for the Best Film will be narrowed to 5 to 10 films by a team of screeners. The WINNER will be determined by an established jury of prestigious film industry insiders.
